According to this article, you must have the original (or a copy) of the Win XP systems disk and about 230 MB of disk space.
To install East Asian language files on your computer

If your PC is relatively new, the XP installation disk may not have been provided by the manufacturer - rather only a setup & boot disk. If the PC came with OEM XP software, you may be able to contact the manufacturer (or the source from where you purchased the computer) to get assistance with the lost disk. Good luck!
