iMac osX 10.4 G3 on PC network cant connect

I've got a G3 iMac on my PC network
The PC has a ADMtek AN983 10/100 PCI router card
Internet sharing is enabled
I cant get the mac to connect
I've tried entering the ip address / router address manualy
I've created new location no use
rebooted the mac
rebooted the whole sys (PC,mac, and modem I'm on a 10MB cable)
still no joy
any ideas ???????
