" how to do to programming the modem "

to do this I don't think you should Java you should use Assembly.Because as I understand it you need to program the modems chip and so on right??

" how to answer a phone call"

to do this you could create a port listener with java...which you can find abou in the link http://www.32768.com/bill/java/portscanner/index.html
sorry don't know the details you have to do the reading yourself.

" how to reproduce a menu for options with the telephone pulse"
t oproduce a menu for dial tones you could use awt packet or javax.swing packet...(hope i understood your question....)

"how to send a bit or a signal to the parallel port"
himm....when had do my pic porject i used .Net visiual basic using the mscomm packet...don't know how to do it in java...sorry...
