explorer.exe problem when shutting down WinXP!

Everytime I click Start---Turn Off My Computer---Shut Down, it doesn't shutdown right away..... the End Now prompt comes up and trys to End explorer.exe and it can't,so I click END NOW and my computer shuts down after that, Why does this come up everytime! It's pissing me off! I ran virus/spyware scans, nothing!

Go into your registry: Start/Run/Regedit.

Navigate to: HKEY_CURRENT_USER\Control Panel\Desktop and highlight the Desktop key.

In the right pane look for AutoEndTasks and set it to 1.
Also look for WaitToKillAppTimeout and set it to 1000.
