Win 98 Machine Won't Boot!

I have a Windows 98 machine, Pentium II, that will not boot at all. When I plug the power cord into the back of the machine, the fan spins then stops. After plugging and unplugging, the computer stayed on but nothing showed on the monitor which was plugged in and on. Then, the computer shut down and I haven't been able to get it started again.
Any clue?
