External Hard Drive Detection Problems

I brought a External usb hard drive (120 gb) a little while back. it worked fine until my computer was unplugged. when i put everything back together it didnt work anymore. it just glows blue as it did when it was brand new. now my computer just reconizes it as a unknown deivice in USB controlers. i use Windows XP service pack 2. i really need some help and would prefer not have to instal into the computer i want to keep it external. i dont mind having to Reformat it. Someone please help
