file descriptors setting in OC4j 9i

Hi all,
I am using oc4j 9i as my web server. My operating system is windows 2003. I get this error 'Too many files open' . This error is not frequent. After browsing through the web, i have found something about file descriptors.
Now i cannot figure out where to set this on my OS or is it an attribute of java. Please Help
