Install cpu heatsink and fan

Hi,
I've done everything accept install
CPU
Heat Sink
Fan,
I read somwhere that you have to use some sort of paste, and need a tool, that has like three legs and a scew piece in the middle to seat the H/S and FAN correctly.
I also read that its very easy to not seal the connection and melt your cpu. Or screw down to hard and damage the MoBO How difficult is it realy.
The reason I ask is I've just built a new system (using a bare bones starter pack) and am having problems with the cpu overheating. I know for sure the fan is working but have been reading that some of the standard fans for the P4 630 chips are not effective enough to keep them cool....
