I have the option to buy a PR10 link for $3800 usd a month. I now have a PR7 homepage. 
The website is related to hosting, programming, seo etc. My website is Health and Technology.
Questions I have:

Personally, I wouldn't do it. PR aside, if you know the site is not going to send you relevant traffic then it would not be the best use of money. Could you take the $3800 and divide it among some PR6-PR8 sites that are more relevant? This way you know you will be getting relevant traffic and may get a PR bump as well?

as for paying 3k for PR10.
i would rather recomend you to invest that.
1. good content writer to add more content, and to optimize existing up to your keywords - that helps really
2. hire marketers and designers - that can put some banners/text adv and all that stuff to raise the conversion rate
i think it will bring much more money than rasing PR in that way.
if you could give me (PM/Mail) link to your site, i could say you what may be done there.

Not only does that sound like an overpriced investment, you are also taking a huge risk investing a large sum of money on a single google link. With that much funds you can really spread the boundries of your advertising market to other avenues besides google.com page rank. You never know what could happen in the future of SEOs'
The only question would be.Will you be making more revenue from having a Pr8 website. Since you will be buying a PR10 link that has no real relanvence to your website.
Pretty much will your investment into the textlink give you a higher return.
With that 3k you will be able to buy some strong PR7+8 textlinks that are relavent and it looks better to the search engines.

$3800 sure seems like a HELL of a lot for a link! Wouldn't it be better spent on marketing/advertising?
Also, you want links on sites that are similar to yours! A link and/or traffic from an unrelated site won't do you much good.
And finally, I think FAR too much emphasis is placed in the value of Google's PR.

If you say you have a PR 7 Site, then you must not be investing much on getting those backlinks, I agree with the others... why not increase your pages with relevant content, get a marketer...
with 3,800 you can get a lot work done than investing in a single pr 10 link that doesn't give that much relevant traffic.

If id be you i wont waste my money for buying ' PR ' i would rather spend money on advertising and getting in traffic and monetizing with it , PR itself has no value it wont help you in ranking high on search engines, its just a way that tells that how popular your website is getting in links from popular websites.
