problem with All programs menu &right click on start menu

When I click the All programs menu in the start menu, nothing comes up. The programs are not displayed. And the right click on start menu is also not functioning.
I tried to fix it by reducing the memory usage, uninstalling some of the programs, disk cleanup with antivirus and antispyware.
But still problem exists. So I am uable to lauch / open any programs. Pleasea dvise how to solve this.

I hate to burst a bubble but all that cleaning up , antispyware etc. didnt do anything its not anything melicous. its a bug.
1. you could have tomany games or applications that take up allot of ram.etc and may couse the rightclick option or hover over technique to respond slow.
2. maybe your configuration has disabled the that way of doings.
