Windows no longer saves password

When prompted to save password I indicate "yes" but my system does not save the password. When reaccessing the web site or outlook I am once again asked for my password. How do I reinstate this feature. The feature worked last week but I think the change occured when I down loaded a free "registry clean up" software. It cleaned up my registry and my short cuts, could this be my problem?
