would it really be best to phrase these as expertise "Particular expertise in administration, planning, organizing, problem solving, and scheduling."
maybe say something like business skills or something because can you really be an expert in stuff like planning and problem solving. Im not sure how to phrase it im no expert in resumes either.

It's not very clear what kind of job you'd like, though it's somewhat clear what sort of skills you have (ignoring of course the big time gap, the long paragraphs, and some conflicting statements like "professional leader in management")...perhaps you're just shot-gunning it out there, to see what kind of return you'd get, but I'd probably have a few versions of this, targeted at particular industry, technical or administrative domains. By posting here, are you looking to shift full into a technology-oriented discipline? If so, this resume would need significant re-prioritization, clarification and better keywords to attract the offers.
