If you're trying to install Windows 98 or Windows Me, set BIOS to bott from Floppy as 1st boot device. Then use a Windows 98 Startup diskette to boot from.

If you don't have one, find a friend who has a Windows 98 PC, and make a Startup diskette on that, using the Add/Remove programs applet in Control Panel.
