Continuous TCP/IP stack corruption

I have a customer, who randomly can't get a web page and seems to have other network problems.(in a building no one else has same) ipconfig show a valid address on our network.
Seems to be TCP stack corruption due to the fact that running reset software or doing it manually fixes the problem. For a while, How do i fix this permanently. Any ideas will be welcome.
I have run spysweeper( found only cookies) and norton is always on.

I'm gonna close this incase someone else comes across the problem.
Winsock fix repaired the corrupt tcp stack but only temporarily. If you have this problem start looking at the programs in add/remove programs. I overlooked it cause spysweeper, norton, and addaware found almost nothing. But ultimately the root of the problem was a program called " new.net domains 7.22" Googled it to find its sometimes easy sometimes hard to remove, but once it was gone so was the issue, on 2 PC's.
