HP Pav Media Center Home Page Problem, etc

Hi,
A friend purchased a new HP Pav. Media Center 64 Desktop with Win XP 32 bit installed. I helped him set it up. Here is what is happening.
The Admin. account is fine. No problems at all. But, if I add another user (Admin rights), I can't modify any settings in IE, nor can I access or modify the Registry. I also am redirected back to the default home page of: http://hp-desktop.aol.com/
every time I try and change it. This is a brand new PC. My friend called me tonight and also said he can install his all in one HP printer, but it keeps saying "found new hardware" although the printer has already been installed. Should have purchased a Dell.....
