Slow Web Browsing

I get extremely slow Web browsing speeds. I have a 2 computer network, both have Windows XP PRO SP2, one wireless and one wired, Linkys WRTP54G router, Castlenet CXC110 cable modem. I even tried to re-install Windows on both. I have no firewall, antivirus programs running. I also checked for virus/malware/spyware. I also did a direct connect to the cable modem. I am getting 54m/s ping, 3242kbps download, 306kbps upload. Here are my tweak results http://www.dslreports.com/tweakr/blo...nXP&via=normal . I tried to clear all my browser temp files and cache. I also tried changing dns servers from the tCP/IP settings and changed the tcp/ip limit to 100. I tried Firefox, Crazybrowser, and IE7. Crazybrowser seems to work best. Sometimes I get a completely blank page and somtimes I get this page can not be displayed. I only get slow speeds on Web Browsing, normal downloading is fine.Any ideas?
