Server 2003 Master Browser Errors

At work, we have 3 factory locations, each of which run their own Microsoft Small Business Server 2003 servers, but they all run on the same domain name. These were not linked at all until recently, so they were all performing as their own domain WANs.
However, we have now implemented VOIP between the 3 sites and set up LAN-to-LAN VPNs between them, and there seems to be conflict betweeen the Domain Controllers in that they are forcing elections to be master browsers.
I found this link on the Microsoft site http://support.microsoft.com/kb/q135404/ but it seems to be a bit gibberish and doesn't really suggest how to solve the problem.
Currently, we wish them to remain as 3 separate LANs, but plan eventually to probably merge the DCs to make 1 large WAN.
Any advice from anyone on how to solve things for now?

More info:
We are getting event id 8021 (The browser service was unable to retrieve a list of servers from the browser master \\etn-primary on the network \Device\NetNT_Tcpip) and event id 8032 (The browser service has failed to retrieve the list too many times).
We're also getting elections between the 3 servers, which seems to be limiting our view of the network as if we open network neighbourhood and explore the Lan, it says we have no permissions.
