No Access to Administrative Tools in WinXP Pro (IIS, Services, MMC)

I'm trying to disable IIS in Windows XP Pro so that I can install Apache 2.2 and develop PHP scripts locally. However, when I try to access the "Services" shortcut in Control Panel -> Administrative Tools, I get the message:

"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

...which isn't (or shouldn't be) true since I have Full Control under my administrator permissions for my machine. I can run "regedit "from Start -> Run, but not "msconfig" -- I have to drill down to the actual exe file in C:\WINDOWS\PCHEALTH\HELPCTR\Binaries. I'm not sure why I can't access .msc files, but I don't have a registry key for:

HKEY_CURRENT_USER\Software\Policies\Microsoft\MMC

(not sure if that's a reason) and trying to run "MMC" from the Start menu results in the same error message as above. I don't think this is virus related, but I'll post this in the Viruses forum just in case. Do I need to completely reinstall XP? Just for good measure, here's the HijackThis log:

Has anyone experienced this before? Is this virus-related or a result of bad registry cleaning screwing up my MMC access?

you have something going on for sure , I've seen a log with all the html like text in the 04's before but its been a few years ,so, i will move you to the spyware and viruses section .for help .
edit: you are using an outdated hijackthis you should get ver 1.99, and post a new log .
