I like the brushed metal look - very mac-like. I think it could use a spiffier logo though. The articles are pretty informative. You might wish to consider adding a forum. Also, my I ask where the .uni.cc top-level domain is from?

I have cosmetic comments only:
1)
"World Webmaster is a site dedicated for webmasters, website owners, e-marketers, or anyone interested in Web Developement."

While both spellings of "development" are acceptable, the one with only 3 "e"s is more common in American English. I don't know where the majority of your audience will be coming from, but just be sure you stay consistent and use only one of the spellings. I didn't see any other uses of the word so far, which means you are consistent! :-)

2)
This links across the top, "Homepage Downloads, WebLinks FAQ" are a color too close to what's behind it, in my opinion. Maybe go a bit lighter?

3)
"default theme sample" is in the lower left corner. Doesn't seem to be on there on purpose.

4)
The 4 things down the right side, "Other Stories, Poll, Today's Big Story (notice I added the needed apostrophe) and Sponsor"...
I'm not sure "how", but if you can do something to increase the visual distinctiveness between those, it'll really help the reader.
Maybe different color text for each section? Maybe a different shade background? Maybe just more empty space?

5)
Personally, when I tell my web browser to change the text size, I like a webpage to change. No such luck on your page.

6)
On the left side if "Webmaster Tool Reviews" could have the word "Reviews" indented beyond the "W" in "Webmaster", that would look better.
