The registry fix dit the job for me, i just edited the cmd file so everything is in one file (not a .cmd + .reg). I also modified the path a litte to make it for better use in international windows versions.

My .cmd file:
@ECHO OFF
REG ADD "HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Desktop\SafeMode\Components" /v "DeskHtmlVersion" /t REG_DWORD /d 0 /f
REG ADD "HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Desktop\SafeMode\Components" /v "DeskHtmlMinorVersion" /t REG_DWORD /d 5 /f
REG ADD "HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Desktop\SafeMode\Components" /v "Settings" /t REG_DWORD /d 1 /f
REG ADD "HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Desktop\SafeMode\Components" /v "GeneralFlags" /t REG_DWORD /d 4 /f
ATTRIB -h -r -s "%APPDATA%\Microsoft\Internet Explorer\Desktop.htt"
DEL "%APPDATA%\Microsoft\Internet Explorer\Desktop.htt"

The tip given by "gerbil" works perfectly for me. Before fixing this, I had no option but to stare at the sluggish white desktop wallpaper (of active-desktop-error). I was so relieved after this problem was fixed. Thanks a ton for making my life delightful.
