can someone tell me what is the best php software to install on IIS with php5 and mysql to make blogs and classifieds? Thanks

The best is the code you write yourself. There's no complex legal agreement to worry about, and since you wrote it yourself you should be able to maintain it.

For blogging, I recommend WordPress.

A quick Google Search turns up some results, notably this.
