Description: DESCRIPTION OF SERVICES The Department of Information Resources (DIR) requires the services of one or more Developer(s), hereafter referred to as Worker, who meets the general qualification of ITSAC Developer 2 Level, Core Technology Type and the specifications outlined in this document for the and the specifications outlined in this document for the Texas Education Agency Services (TEA). All work products resulting from the project shall be considered “works made for hire” and are the property of the TEA. TEA may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. TEA will pay no fees for interviews or discussions, which occur during the process of selecting a Worker. Services To Be Performed (will include, but not be limited to, the following): • The duties include, but are not limited to performing standard software development tasks associated with the design and development of a new application. These tasks include analysis, design, prototyping, coding, testing, training and documentation. • Provide technical FileNET eProcess advice and make recommendations on the best technical approach for the new development of workflow processes. • Analyze business and system use cases and requirements documentation to gain over all understanding of the functionality to be developed. • Provide technical knowledge and expertise on all School Finance development and maintenance efforts not only for workflow(s) but on also any Foundation School Program (FSP) application work which includes.NET development and support. • Mentor FSP technical team on FileNET eProcess and Content Services capabilities by helping them learn and solve technical issues. • May work in the role of a technical team lead or assist the FSP technical team lead in the assignment of programming tasks to other team members. • Follow and comply with TEAs processes, procedures, and guidelines for all development work and participate in technical reviews of all components developed. • Perform programming tasks using any of the following FileNET Developer Tools, FileNET eProcess, Content Services, Visual Basic, VB Script, JavaScript, ASP. ASP.NET, and C#. • Communicate with project manager, FSP technical team lead, team members and customer about change requests and to understand their needs. • Utilize the Agency’s change management system and version management systems. (PVCS Tracker and Version Manager). • Document all technical work as requested. • Keep Agency supervisor and management informed on issues and the status of work planned and complemented by submitting weekly status reports. • Interface as appropriate in carrying out application design and development responsibilities with Agency data analyst, database administrators, network operations, security officer and other IT peers and management II. WORKER SKILLS AND QUALIFICATIONS Minimum Requirements: Years Skills/Experience 5 Must be experienced in developing web applications, web and Windows services using ASP.Net, VB.Net, C# and .Net framework, SQL including stored procedures or t-sql, for IIS 5.0 +. 2 Work experience and skills with web application programming specifically utilizing the FileNET API to integrate and utilize FileNet eProcess 5.1, Content Services 5.4 and IDMWS 4.0. 2 Work experience and skills in the use of Sybase 11.0 +, MS Server 2000 + , UDB, DB2 or other relational databases. Preferences: Years Skills/Experience 2 Work experience and skills in Object Oriented (OO) design and development in order to create UML diagrams. Candidate should be able to develop class diagrams, sequence diagrams, and deployment diagrams from use cases, activity diagrams and functional requirements. III. TERM OF SERVICE Services are expected to start November 15, 2006 and are expected to be completed by August 31, 2007. Total estimated Worker hours shall not exceed 1,700 hours per Worker. This service may be amended, renewed and/or extended providing both p arties agree in writing to do so.
