I. DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one Systems Analyst, hereafter referred to as Worker, who meets the general qualification of ITSAC Systems Analyst Level 3, Technology Type Emerging and the specifications outlined in this document for the Texas Department of State Health Services (DSHS).
All work products resulting from the project shall be considered “works made for hire” and are the property of the DSHS. DSHS may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. DSHS will pay no fees for interviews or discussions, which occur during the process of selecting a Worker.
Services To Be Performed (will include, but not be limited to, the following):
· Help investigate the industry best practices regarding HL7 standards.
· Work closely with internal IT staff (both DSHS and HHSC) to design interfaces from legacy systems to CMBHS and from CMBHS back to the legacy systems.
· Work closely with external provider IT staff and local vendor representatives to design interfaces from local systems to CMBHS and from CMBHS back to the local systems.
· Map data between systems.
· Develop XML schemas to support interfaces.
· Report activity status to the Project Manager

Excellent oral and written communication skills, interpersonal skills and negotiating ability.
Knowledge of Incremental Development Methodologies.
Experience working with Government agencies.
Knowledge of industry best practices and standards.
Ability to establish and maintain effective working relationships with peers, users, technical staff and management.
Ability to manage work time efficiently to complete multiple assignments within designated time periods.

III. TERM OF SERVICE
Services are expected to start January 8, 2007 and are expected to be completed by May 31, 2007. Total estimated Worker hours shall not exceed 660 hours per Worker. This service may be amended, renewed and/or extended providing both parties agree in writing to do so.
IV. WORK HOURS AND LOCATION
A. Services shall be provided approximately forty hours weekly. Services shall be provided during normal business hours unless otherwise coordinated through the DSHS. Normal business hours are Monday through Friday from 8:00 AM through 5:00 PM, excluding State holidays when the agency is closed.
B. The primary work location will be at 909 W. 45th Street, Austin, TX. Any and all travel, per diem, parking, and/or living expenses shall be at the Worker’s and/or Vendor’s expense.
C. DSHS will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
D. The Worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through DSHS.
