FileZilla and WRTP54G open port 21?

I cannot FTP using FileZilla 2.2.25 on Windows XP Pro with a Linksys WRTP54G router. Port 21 does not seem to be open. CanYouSeeMe http://www.canyouseeme.org/ does not see port 21.

I tried various exceptions in Windows Firewall: Add Program FileZilla, or add Port FTP (and also FileZilla) Number 21. http://www.portforward.com/english/routers/firewalling/Microsoft/WindowsXPFirewallFirewall/FTPIn.html:

In Linksys/Application& Gaming, I added under Port Range: Application FileZilla. Start 21, End 21, Protocoll Both, IP Address 192.168.15.100 and Enable.

I took similar measures for remote desktop and port 3386, and it works there.

What should I do to open port 21?
