Problem accessing User Accounts (no error message)

I'm using Windows XP Pro, and I find that I can't access User Accounts from the Control Panel. When I click User Accounts in Classic View, I see the hourglass briefly, and then nothing happens. No error message, nothing. In Category View, I can click User Accounts to get to the User Account category, but when I click any of the three tasks, or User Accounts, the same thing happens: no error message, nothing. I'm baffled.

I read the earlier thread about a similar problem, except that in that case there was an error message and the fix involved the registry. I don't wan't to start applying that rather elaborate fix to the registry if it's not the same problem.

Anyone got any ideas?

Best thing to do I run a full virus check of your harddrive.

Then do system restore to a time you know it was working correctly.
