PCI-IDE card taking priority

Foxconn motherboard 6617mx-s
P4 3Ghz processor
Easy computers 450W PSU
2 x Maxtor 80GB hdd
1GB Ram
PCI Belkin Firewire card
Philips PBDV1640P Dual Layer DVD Writer
Novatech PCI/IDE controller card NOV-ATA133
XP home
My knowledge- average.

The system worked fine until the power supply failed. I replaced it, and found no DVD drive being detected. After swapping connections around, I proved 1 of the IDE ports dead. Purchased Novatech PCI/IDE card for the DVD drive & left the 2 hard drives on the motherboard.
The card is now taking priority & I get "disk boot failure" unless I unplug the DVD drive before boot-up. I proved the DVD writer ok in another machine.

I've set the BIOS as follows:
First boot device- hard disk, with all others disabled for now.
Hard disk boot priority: 1 CH0 M Maxtor 2 CH0 S Maxtor 3 Bootable add-in cards

IDE channel 1, 2 and 3 disabled.

As the boot -up continues, Drive number 0 appears as Philips DVD writer, then the disk boot failure.

I tried connecting the main hdd to the card, but then got a blue screen saying Windows had been stopped to prevent damage.
How can I change the priority of the card? Any help greatly appreciated.
