office 2000 install error

when i am installing office 2000 on my laptop i keep getting this error
1933: cannot update protected windows file, similar to that.
well i have installed office on this same system and OS, just had to reinstalled because i used a new hard drive.

I am logged in as admin so there should be no problems with it.

any ideas??

If you have enough HD space, copy the CD to the disk, and then boot into safe mode. Try installing it from safemode.
