How to empty Recycle bin in all the Domain computers

Hi..
I want to empty all the RecycleF bin in each one from the domain
computer in my site .
i use th GPS to set the properties to 0% space and for the system
that will not move files to the recycle bin --deleted them.
after the GPS start i have see that all the recycle bin that have files don't deleted them bout from that point you can't move to the recycle bin.
