Missing DVD Icon in Windows

My dvd drive had been working great until a couple days ago, it disappeared from the window explorer.
I double checked cables (data and power) and everything is connected.
DVD Drive still opens and closes fine.
BIOS sees there is a dvd
However the Device Manager says that "Windows successfully loaded the device driver for this hardware but cannot find the hardware device. (Code 41)
Click Troubleshoot to start the troubleshooter for this device."
under the DVD/CD-ROM drives

I want to reinstall my OS but I don't have a dvd drive to do so...

Please help.

Also, I've been reading old threads and try to run regedit, the computer said Registry editing has been disable by your administrator. I am logged in as Admin.
