How to keep new URL's on top??

I am having a few irritating difficuties that I hope some of you might help me with. First, when I am in Outlook, and click on a URL, the page that comes up always goes to the bottom of the stack. How can I set it so that the last URL clicked is always the one on top??
Also, when forwarding a web page by email, I either end up sending a blank page, or it is split up as 6 or 7 attachments and sent. How can I forward the whole page intact??
