Canot get file buttons or menu bars to display in i.e.

Every web page looks like a pop up. I can't get any buttons, address menus or links to display.
When I right click all I cam do is move, maximize or minimize
The computer was infected with the klez virus, but has since been removed
ie 6.0 and win ME
any suggestions?
