Is this video card dual-monitor capable?

I'm not completely sure about which video cards are capable of dual-monitor output. Is it any video card that has two outputs? For instance, a VGA and a DVI? Or is there something special I'm supposed to look for? Here's the link to the cheap card I'm looking at:
