help with this annoying problem on dell windows xp media center computer

can anyone help me here?? As soon as i enter the window internet icon. this strange message appear which had never appeared before. it says viz: " WINDOWS INSTALLER " PREPARING TO INSTALL, a MINUTE OR TWO IT DISAPPEAR.Can anyone tell me what went wrong here ? and how to fix this problem??

A: run Microsoft update and get all the newest updates
B: run a full antivrus and antispyware check
p.s have you recently used a system cleaner or created a new user account?
and btw, when it comes up you should be able to hit cancel and carry on
