Start button and Quick Launch problem on boot

I am running Windows 98 Second Edition 4.10.2222.A on a
generic machine.
I booted my computer after being away for four days, and the Start
button wouldn't pop up the menu. The icons on my Quick Launch
toolbar were missing, too.
The recent program installs were SlowGold and Colorful Movie Editor,
but there may have been some demos that I installed and uninstalled,
that I don't remember.
Anyway, I find that if I move the size adjustment bar for the Quick
Launch toolbar, I get an error message that says:

When I dismiss the error message, my screen blinks off and on, then
the Start button functions normally and the Quick Launch icons are
back.
If anyone can offer suggestions on how I might get my computer to
boot properly, I would appreciate it. The problem is not a show stopper
but it is annoying.

Could be a number of causes for that problem- do any of the links in the following Google search shed any light?:

Thanks for the link, but so far I haven't found anything that helped.
I now remember that I did bought VideOh! CD, by Adaptec. It came
with Sonic MyDVD software, that I installed.
I'm wondering if that might have clobbered one of my system files or
settings.
But, thanks again for taking the time to help.

How about with the windows cd in the cdrom ,go to start/run and type in, SFC

Well, thank you caperjack! By running SFC, it found setupx.dll may have
been corrupted, so I replaced it. And, while I was there, I replaced
browseui.dll and shdocvw.dll (that file kept being mentioned in many of
the discussions). Then, I rebooted and nothing worked... all I got was
the background color on the screen. So, I booted to DOS with my
emergency startup disk and ran the setup from my Windows 98 CD
(from DOS). It seemed to do a more thorough job from there. After
it was done and rebooted to Windows ("Starting Windows for the first time"),
everything worked again! The icons were in the Quick Launch toolbar and
my Start button functioned properly.
It did re-install Internet Explorer 5... I had been at the latest version of
6 for quite a while. But, the system if fixed!!
Thanks to both of you for your help. It's good that people are so kind and
generous. I hope to be able to do the same for someone, someday.

And, thanks to this website and the folk(s) who run it, for making this all possible... it's a REAL service.
