Hi I am running windows xp I recently had dsl installed I am running a wired/wireless belkin router my question is I want to cap my room mates speed so we are not fighting over bandwidth when we are downloading large files, is there a program that I could use so I could set the kb/s of how much i'll allow him to access and how much I can have like If I had 7mbit split that down the middle so we wont have to take from each others downloads?
