Initializing External Hard disk

Hi all;
I have a new external hard disk of which i want to partition but the problem is when i go to disk management, its showing the disk is not initialized even after getting the "Initialize and Convert Disk Wizard" Dialog box and i followed all the steps correctly. I tried in windows following those steps bt it didnt work, i also tried to partition in command prompt with these steps but still:
i typed diskpart
then list disk
then select disk "n"
then create partition extended
It was showing "Diskpart succeeded in creating the specified partition" but still the hard disk is nt working and when i went back to disk management its showing unallocated n not initialized... any help how to initialize n partition it will be highly appreciated.
