computer will not boot up, hard drive light stays on

I am working on a Gateway computer for a customer, and when i recieved the computer, i plugged everything in and tried to start it up, the cpu fan turns on along with the green power light, and hard drive light stays on, but the computer wont boot, wont even give me video. i have put another hard drive in to see if the hard drive was dead but still the same problem. anyone have any suggestions?
