I have seen these cards before.
they install in your pc and look like a modem, but you can dial into the card to shutdown , restart or start a computer.
has anyone seen this before? I am looking to get one.

It sounds like you're taling about "wake on modem"-type functionality. Check out some of these links and see if they give you the info you need:
