I went to use this like 3 weeks ago and system restore was turned off..so i turned it back on, with settings at max..now when i go to use it theres no restore points..i dont understand this..any advice?

I'm trying to do a system restore because all the toolbars on my internet explorer got screwed up, i tryed messing around with the toolbar settings but cant get it back to how it was..thats when i go to use system restore (maybe foulous) but cant think of anyother way..another question, do you have to create a restore point to start them? i thought they started on there own an made more restore points, i know system restore is turned on.
