You should be able to get to safe mode before that screen even loads up. Keep pressing f8 as soon as you power up the pc. If you manage to get there, use system restore to go back a couple of days.

ive tried many times, on my pc to get safe mode you need to press esc instead of F8, F8 only gives options on what to boot the computer with. but for some reason ESC doesnt want to work!

I am not certain if this will help, but try clearing the cmos by moving the jumper on the motherboard to the other pins. If you do not know where this is, removing the motherboard battery for several minutes will achieve the same end.
You will need to set the clock in the BIOS again.
What is the system (brand etc) you are running? Motherboard, etc.
