private ip curious

Can anyone tell me why there would be a private ip on the first hop outside of my home network? My routers ip is 192.168.0.1 and the next hop is 10.249.51.1. The next two hops are comcast routers that were always there but 10.249.51.1 appeared recently and I can't figure out why it is there. Any help would be appreciated.
