chm file in fedora 7 linux

Debian has xCHM in one of its repos (i think -contrib?) so ubuntu aught to have it in universe/multiverse
If you cant find it then the Xchm site has a link to a Debian package. This should work on ubuntu. The file is a .deb so it needs no compiling
