Blocked Upload Traffic

I'm using XP and am having a couple of difficulties.
The most annoying is that I can't send email. I'm using Outlook 2003 and everytime I try to send email it says synchronizing folders and eventually times out. Downloading email works fine.
I thought something was wrong with outlook until I noticed a problem when performing speed tests. What I have noticed is that when performing a speed test at speedtest.net the download test works fine but the upload test doesn't work at all. I would suspect that the two problems are related to something blocking outgoing data.
The problem is that I can't figure out what is doing the blocking........
I have avg but only the antivirus edition.......no firewall. I have tried disabling the windows firewall as well.
Any ideas???
