XPS fails to boot

My XPS M1210 does not boot up when I push the power botton. I get a flashing battery icon (w the lightning bolt), but nothing else. The power botton does not light up nor the screen. I get the flashing battery icon only when the battery is installed, regardless if the power cord is plugged in or not. The icon does not come on if the battery is removed and the power cord is plugged in. I have swapped out power cords with a new one.
