Every Explorer Browser takes 10 mins to open

Every explorer (verion 6.0) takes about 10 mins to open. In addition
- toolbar has changed
- pop-up blocker option is missing in tools menu
- Don't have following keys in Registry
- HKEY_CURRENT_USER \ Software \ Policies \ Microsoft \ Internet Explorer \ Restrictions
- HKEY_LOCAL_MACHINE \ Software \ Policies \ Microsoft \ Internet Explorer \ Restrictions
- Norton Antivirus Scan did not find any virus
