problem opening options windows

Hi Yal, I am having a problem that came out of the blue. whenever I try to open any window like "Internet Options" for instance. The options box sort of flickers on for a fraction of a second, then disapears. I cant even open it from the start menu. please help me all I want to do is clean my history folder and cookies out and perhaps change a home page every once in a while
