Restarting Upon Startup

Okay so last year I obtained a used Acer Veriton 7100 to play around with. Since before I recieved it it has had a start up problem issue of some sort. When ever you turn it on and it boots to the log on screen of 98 or XP (tried both) it returns to the acer startup screen and repeats. The weirdest part of all this is that every hard drive I've tried with it has had the same problem except one (tried 5 that didn't solve the problem). Currently I have a tiny (2 GB) hard drive in with Win 95 that I got out of an old gateway. It may run like crap but it stays on. I really would like to have a different OS, 95 sux.
