Limit Logon Number of Cached Policy Doesnt work

I have users who work out in the field and never log in to the internal network.

I have set the policy "Interactive Logon: Number of logons to cache in case DC is not available" to 10 logons.

This policy is not being applied to any user seems like. When I run gpresult -v I see no such policy set for interactive logon. However, the "Interactive Logon policy to display text to users attempting to sign on" does work for all users.

I basically want to ensure those users working in the field come back periodicaly to obtain policy, windows, and virus definition updates. Is this the best way of doing so? Why isnt this policy being applied?? I have tried re-building my entire policies from scratch and still no luck.

All users have Windows XP SP2 installed.
It is Windows Server 2003 Standard Edition.
This particular policy is part of the Default Domain Policy

I don't see any other conflicting GPO that may affect it????!!!
