What bitrate does your web browser report when downloading a file, and what did you expect it to be? (Look in the download window, it should say something like xx KB/s.)

I just downloaded a file that was 13 mb which took 24 minutes. Prior to my upgrading to 10.4.10, it would have done that same size in approx 4 - 6 minutes.

Can you please open Terminal (located in /Applications/Utilities), and enter the following at the command prompt, hitting return/enter to execute:
curl http://website.com/your-file-to-download > somefile
Replace http://website.com/your-file-to-download with a direct link to a file that you wish to download. After hitting 'return', you should see something like the following appear:
% Total % Received % Xferd Average Speed Time Time Time Current
Dload Upload Total Spent Left Speed
  0 646M 0 6402k 0 0 116k 0 1:34:35 0:00:54 1:33:41 126k

What's your average download speed (Average Dload)? Is it any faster than before?

Thanks for the information Joeprogramer. I'll try it out the next time I'm having problems My slow downloading mysteriously quit. It now seems faster then ever.. The 13 mb file which was taking 24 minutes now takes about 2 minutes.
