Magnesium is by no means rare. It is as common as sodium. Besides, Bumsfeld is talking about recycling it. Actually, there have been quite a few studies done on this, the prospects of using magnesium as a safe hydrogen carrier look very good.

Nuclear waste is no problem! You ship it off to one of those underdeveloped countries in rusty old ships that sink on the way! You can always call the cargo "recalled toys".
